What is a Development Plan?

A Development Plan is a statutory document that guides development by providing zones, maps and policies to assess development applications. For a council to ensure development outcomes are in accordance with its strategic management plan, the Development Plan must reflect the council's vision and complement the State's Planning Strategy.

Updating the Development Plan to reflect the council's expectations regarding future development is an important, sustainable way of achieving the council's vision.

Mitcham's Development Plan

The Council has its own Development Plan which guides the way the City grows and assists Council in making planning decisions on development applications.

This Plan reflects the strategic planning directions and imperatives of the State Government. The Plan can be viewed at the Council Civic Centre, Blackwood and Mitcham Library, or a pdf copy of the Plan can be downloaded by clicking the link below:

How is a Development Plan Amended?

Councils can amend and change policies contained within a Development Plan by undertaking a process called a Development Plan Amendment (DPA). A DPA process includes preliminary investigations, consultation with government and non-government agencies as well as public consultation. The Minister for Planning then authorises the DPA as suitable to form an amendment to the Council's Development Plan.

Planning Reforms

The State Government will be replacing every Council's Development Plan with a single planning rulebook, called the Planning and Design Code, by July 2020. Details of these reforms can be accessed at the SA Planning Portal.
